How many Brazilian federal systems use Microsoft or Google mail?

On 07/09/2026, 54.7 % of the census's federal systems that receive mail receive it on the networks of the major cloud providers, led by Microsoft (33.7 %) and Google (16.4 %). The index reads the MX records of every system each week and attributes each address to the network announcing it.

Which providers does the index count?

Eight major global public cloud providers: Amazon Web Services, Microsoft, Google, Oracle, Alibaba Cloud, IBM Cloud, Huawei Cloud and Tencent Cloud, each identified by the autonomous systems it announces its addresses from. The list is published and versioned with the method.

Does a site hosted on AWS in São Paulo count as served from Brazil?

Yes. The region of a site is the one the provider itself publishes for the address in its IP range file: an address of the AWS sa-east-1 region, in São Paulo, is served from Brazil. The country the network announcing the address is registered in is another question, read by the hosting sovereignty index.

How is this index computed?

Every week, the A, AAAA, MX and NS records of the 1,624 systems of the census are resolved from 1.1.1.1, and each address is attributed to the autonomous system announcing it. An axis answers from a provider when at least one of its addresses is announced by that provider. The share of an axis is computed over the systems the axis places a hosting for.

The region is the one the provider itself attaches to the address in its IP range file; a site counts as served from Brazil when all its addresses at the provider sit in a region located in the country. The three lines add up to 100 %.

The context

The Nuvem Brasileira, carried by ABDI with the Ministry of Management and Innovation in Public Services, Serpro and BNDES, opened its market listening phase through public consultation notice no. 1/2026. Its stated objective is an infrastructure located inside national borders and subject to Brazilian law.

The SPCI reads two questions of that definition: who operates the network serving each system, and which region that network serves it from. The third, the country the network announcing each address is registered in, is read by the hosting sovereignty index. See Brazil data residency

How it is measured

Census: 1,624 federal systems: the 1,610 domains of the gov.br register the Secretaria de Governo Digital publishes on dados.gov.br, plus the federal institutions outside that zone (.jus.br, .leg.br, .mil.br, .mp.br). It is the census of the hosting sovereignty index, read in the same campaign.
Cadence: One reading a week, on Mondays, in the campaign of the hosting sovereignty index: the two pages describe the same day.
Reading: A, AAAA, MX and NS records resolved from 1.1.1.1, and each address attributed, through the Team Cymru DNS service, to the autonomous system announcing it. The provider is the operator of that network: a service running inside a provider's network and announcing its own addresses through it is read at that provider.
Base: Each share covers the systems the axis places a hosting for, the same base as the hosting sovereignty index. An axis counts for a provider from one address that provider announces.
