Brazil data residency: where the federal systems answer from
The Stileex Digital Sovereignty Index (SDSI) reads three axes of every censused system each week: where its site answers from, where its mail lands, and who holds its name.
The frame under examination
Bill PL 278/2026 sets a tax regime for data centres, with commitments on investment, renewable energy and water efficiency. It was passed by the Senate on 2 September 2026 and sent for sanction.
In parallel, the Nuvem Brasileira, carried by ABDI with the Ministry of Management and Innovation in Public Services, Serpro and BNDES, opened its market listening phase through public consultation notice no. 1/2026. Its stated objective is an infrastructure located inside national borders and subject to Brazilian law.
The index reads the infrastructure serving the systems, as observed on the public network, on the date of each reading. What it establishes is the JURISDICTION of the network announcing an address: a system served from the Brazilian region of a foreign provider is counted under that provider's jurisdiction. That is the same distinction the Nuvem Brasileira draws between an infrastructure located inside the borders and one subject to Brazilian law.
How it is measured
- Census
- systems: the 1,610 domains of the gov.br register the Secretaria de Governo Digital publishes on dados.gov.br, in a snapshot dated 20 October 2022 kept with the index, plus the federal institutions that sit outside that zone (.jus.br, .leg.br, .mil.br, .mp.br). A census version is dated; an entity that leaves is retired, never deleted, its past readings remaining part of the series.
- Cadence
- One reading a week, on Mondays. Hosting moves on a quarterly scale: weekly is what lets a migration be dated to the week.
- Reading
- A, AAAA, MX and NS records resolved from 1.1.1.1, then each address attributed to the autonomous system announcing it through the Team Cymru DNS service. The country is the one that autonomous system is registered under at its regional registry, cross-checkable against the delegation files LACNIC publishes daily.
- Four states
- National when every resolved address is announced from a network registered in the country; foreign when none is; intermediary as soon as one address belongs to an anycast frontal of the list published with the method, Azion included; mixed when national and foreign resolutions coexist. No answer is a measured state, counted in the denominator.
- Base
- The published shares cover the systems whose axis places a hosting, that is % of the census on the site axis.
