Stileex Mobile Internet Price Index for France (SMIPI-FR)

Method

For each basket operator, the no-commitment mobile data plans (the price without a contract lock-in) with monthly validity (at least 30 days) are read from its published price grid. The cheapest plan offering at least 20 GB is kept and its price per gigabyte is computed (price ÷ volume). The market figure is the average of these prices across operators. Prices are standalone, what the plan costs on its own without subscribing to anything else from the same operator; a promotional price counts when it runs six months or more, otherwise the plan is priced at what it reverts to. A day publishes only when all four basket operators have been read. Measured every day, with the same rule for every operator, and every point carries the method version and the basket version that produced it.

The basket

The French basket is the four network operators, each read on the page where it publishes its no-commitment range: Free Mobile, RED by SFR, the B&YOU range of Bouygues Telecom, and Orange. Every mobile subscription in France runs on one of those four networks, so the basket is the market. Its volume floor is 20 GB, the first tier sold to an adult: below it sit a 1 GB plan, a 100 MB plan and a blocked 5 GB plan meant for a child. Age-restricted offers are collected and left outside the basket, for the same reason that keeps out the prices reserved for broadband customers.
