Closed years: outturn against the finance law
Stileex indicatorFor closed fiscal years, Stileex sets the outturn published in the Treasury's global operations (DGT/MEF via INSTAT) against the amounts voted in the same year's finance law: two published figures, one Stileex division.
| Fiscal year | Side | Finance law | Outturn | Execution rate |
|---|---|---|---|---|
| 2025 | Expenditure | 16,304.9 | 12,619.4 | 77.4 % |
| 2025 | Revenue and grants | 12,962.7 | 9,478.7 | 73.1 % |
Amounts in billions of ariary. Outturn: the December cumul of the Treasury's global operations; voted amounts: the finance-law column of the same table (INSTAT economic dashboard). The rate is a Stileex computation.
Method
Stileex reads every day the execution figures the budget directorate (DGBF) publishes on its site (fed by SIIGFP, the integrated public-finance management system): finance-law credits, modified credits, commitments, mandated payments and the commitment rate, per envelope, expense nature and institution. Amounts are published in ariary and displayed in billions of ariary; the commitment rate is the source's own published figure, never recomputed.
The source publishes only the current fiscal year's snapshot, undated and without history. Every value is archived at its reading date, one point per change: the history builds up here, reading after reading. The official quarterly execution reports (CREB) and the finance-law texts are archived alongside.
Around the turn of the fiscal year, in January, the source may still reflect the previous year's complementary period before switching over: early-year trajectories read with that caveat.

Frequently asked questions
- How far along is Madagascar's State budget execution?
- This page tracks the global commitment rate the DGBF publishes for the current fiscal year, read daily by Stileex, with the detail per budget envelope, expense nature and ministry.
- What do commitments and mandated payments mean?
- A commitment legally reserves the credit: the State binds itself to the expense. A mandate orders the public accountant to pay. The published commitment rate sets commitments against the credits open after modifications.
- Where do these figures come from?
- From the execution data the budget directorate (DGBF, Ministry of Economy and Finance) publishes online, fed by SIIGFP. Stileex archives every reading and builds the history the source does not publish; the displayed date is the reading date.
- Was the budget executed as voted in previous years?
- The closed-years section sets revenue and expenditure outturn against the amounts voted in the same year's finance law, on the Treasury's global operations published via INSTAT.
