Madagascar data residency: where the systems answer from
The Stileex Digital Sovereignty Index (SDSI) reads three axes of every censused system each week: where its site answers from, where its mail lands, and who holds its name.
On 05/09/2026, across the 118 systems of the census, 40.7 % serve their site from networks registered in Madagascar, 41.0 % receive their mail there, and 6.8 % have their authoritative DNS there.

A TCP handshake timed from our Ilafy office, on Malagasy links, on 05/09/2026: 83 systems answered, 35 stayed silent. The resolution reads a registration; this timing is a physical fact about distance, and it sheds light on the systems an anycast frontal answers for.

Measured from stpc11, best of the attempts kept: what is measured is the distance travelled, and any disturbance on the way can only add to it. The vantage point travels with the figure, the same host timed elsewhere not saying the same thing.
The frame under examination
Draft law no. 040/2026 on electronic communications and digital infrastructure provides that administrative, critical or essential data be hosted on national territory, with a data centre operator declared and certified under a list set by ministerial order (article 10).
Its article 11 extends the obligation to every organisation and company established in Madagascar that collects, processes or stores data generated on the territory, and names three sectors: the financial sector, the health sector, and government and public administration. A cumulative exemption covers organisations with fewer than 50 employees and under one billion ariary of annual turnover. Copying outside the territory remains allowed as long as the original data is hosted there.
Tabled in late August 2026, the text was adjourned for lack of examination time at the extraordinary session opened on 25 August 2026. The index measures the infrastructure serving the systems, as observed on the public network, on the date of each reading.
How it is measured
- Census
- 118 systems, constituted from the certificate transparency logs for the public half and from published registers for the financial and health ones. A census version is dated; an entity that leaves is retired, never deleted, its past readings remaining part of the series.
- Cadence
- One reading a week, on Mondays. Hosting moves on a quarterly scale: weekly is what lets a migration be dated to the week.
- Reading
- A, AAAA, MX and NS records resolved from 1.1.1.1, then each address attributed to the autonomous system announcing it through the Team Cymru DNS service. The country is the one that autonomous system is registered under at its regional registry, cross-checkable against the delegation files published daily.
- Four states
- National when every resolved address is announced from a network registered in the country; foreign when none is; intermediary as soon as one address belongs to an anycast frontal of the list published with the method; mixed when national and foreign resolutions coexist. No answer is a measured state, counted in the denominator.
- Base
- The published shares cover the systems whose axis places a hosting, that is 91.5 % of the census on the site axis.
